The best places I know of in the area would be either Proteus Cycles or College Park Bicycles, both in or around College Park.
Proteus has been around for many years and can custom build a bike for you from the ground up, while College Park can build you one from your choice of parts or sell you one off the floor.

Kangaroo if you can train it to use it's legs in a "left, right, left, right" routine. Because they really are very strong legs. And you could transport your picnic lunch in its pouch.

I don't know of anything like that for adult bikes. You can get tag along bars for childrens bikes, but that is not what you are talking about. I would say that you will probably need to get something fabricated. That said, try this guy:
